Getting a same-week appointment with a GP is nearly impossible
Phone lines open at 8am, are engaged until 8:12am, and by then the slots are gone. The alternative is a walk-in clinic with a four-hour wait, or an emergency department visit that costs the system twenty times as much.
The scheduling itself is the bottleneck, not the number of doctors. Cancellations go unfilled because there is no mechanism to offer a freed slot to the next person who wants it.

Calling at 8am with two children to get to school is not a realistic system. I have ended up in A&E twice for things that needed ten minutes with a GP, which cannot be cheaper for anyone.
