Visa requirements are written to be technically correct, not understandable

Official pages describe categories, not situations. Nowhere does a page say "you are a Nigerian citizen, employed, travelling to Germany for a nine-day conference, here is the exact list". So people pay agents hundreds to read the same public page for them, and still get rejected on a detail.
